Dr. Talal Bakr 1940-2015

Started his Career in 1964 as a member of the Faculty of Engineering at King Saud University in Riyadh. Became the Dean of the School in 1976 for one term. He was also a member of the University's Engineering Committee that oversaw the planning of the current campus on Dar'eyah Road and served as the University's Representative during the design phase of the School of Medicine hospital. 

Served as Director of Ove Arup & Partners (Saudi Arabia) Limited, Consulting Engineers in Riyadh (1973-1981) and was a member of the Contractors Classification Committee (1973-1979) 

As an adviser to the Minister of Commerce, he played a pivotal role in the formation of the first Engineering Committee, the predecessor of the Council of Saudi Engineers in 1980. 

In 1981 Dr. Bakr was appointed as the first Director General of the Saudi Consolidated Electricity Company in the Western Region and served for 5 years in that capacity.

In 1992 he joined the Alujain Corporation, an industrial Saudi Joint Stock company, as President and COO. 

Dr. Bakr founded Noortech in 1998 with the aim of creating a vehicle for diffusing international standards and processes locally in the field of technical services.

Dr. Bakr obtained his Ph. D. in Civil Engineering from the Pennsylvania State University in 1971.


In 1988 he attended the Harvard Business School International Senior Management Program (I/SMP 88). 

He was a licensed Civil Engineer in Saudi Arabia since 1981.

In 1993 Dr Bakr was selected as a member of the Makkah Regional Council for 2 consecutive terms.

Dr. Bakr had a professional interest in smart grid concepts and technologies. He also presented a paper on the subject at the Intelligent & Green Conference at Watford, U.K. organized by ibexcellence in 2007. 

Dr. Bakr was interested in photography and the early 19th century history of Jeddah.
