The venture operates at the intersection of renewable generation, flexible power, grid infrastructure, and technical advisory — supporting the accelerating global energy transition by delivering reliable, competitive, and increasingly decarbonized power solutions to industrial, commercial, utility, and institutional customers.

Founded in 1997, Noortech is a Saudi-based electrical services company with experience in solar PV deployment across commercial and industrial clients. The business is now transitioning into a next-generation energy platform, leveraging its local execution capability, established client relationships, and technical delivery track record.

This transformation is accelerated through a partnership with Catalyst Energy Partners, founded in 2021 and headquartered in Dallas, Texas, by Matt Cheney and Steve Malnight — both highly experienced leaders in energy development and operations. Catalyst provides global development expertise, access to capital markets, and advanced structuring and financing capability.

Catalyst specializes in acquiring and enhancing thermal power assets by integrating renewable generation and storage solutions. In 2024, it formed a strategic partnership with JERA Nex — backed by JERA, the largest power producer in Japan — to jointly develop, build, own, and operate clean energy assets globally. This relationship is strategically important for Noortech, as it creates a pathway into a global energy ecosystem, particularly in the MENA region where international players often lack strong local execution capabilities.

Red Top Solar Development

A Catalyst Energy Partners project — demonstrating Noortech/Catalyst's integrated approach to large-scale renewable energy development and infrastructure optimization.

Project Overview

Red Top is a utility-scale solar photovoltaic development located in Graham, TX, within the ERCOT market. Phase I delivers 200 MW AC of solar generation, with a clear expansion pathway to approximately 1 GW through Red Top II — incorporating solar, battery energy storage (BESS), and a co-located data center campus.

The project is adjacent to a 625 MW peaking gas plant owned by Vistra, enabling grid optimization and infrastructure co-use. Full Interconnection Study (FIS) is complete with draft Interconnection Agreement in hand.
